Jay contributes with the suggestion: if I chose to scroll my map with my mouse by putting it to an edge of the screen, scroll up, left, and right works. However scrolling down gives me trouble sometimes because the mouse on my tablet moves past the spashtop app into the android task bar area but the actual mouse cursor from my computer doesn't actually move to the bottom of the computer screen due to rapid mouse movements. The real mouse might be pretty close to the bottom, but not fully at the bottom of the computer screen, and so the game down not scroll the map down.
